It would take Soviet-style mass re-education camps to hold all the dissenters (99% of the population). How anyone could come up with a psychotic bill like this and not be scared walking the streets without bodyguards is a mystery.

Not even in the coldest freeze of the Cold War with the Soviet Union was an authoritarian regime so debased. Probably not even in ancient, decadent Rome.
