Part of the national security deterrent to an attack on the American homeland is a well-armed population. It made Japan think twice about invading the USA during WWII. If America is attacked by a foreign power and the President and citizens cannot talk/coordinate over the internet (it was originally designed for the military to communicate in time of war) then this makes us less able to organize and repel a foreign invasion or domestic insurgency.
